House Passes Climate Change Legislation

Last week, the US House of Representatives passed H.R. 2454, the American Clean Energy and Security Act. Even though the bill calls for new energy labeling requirements on residential and commercial properties, the bill exempts existing homes and buildings from these requirements. As a result, the new energy labeling requirements would only apply to new construction homes and buildings. This is not a huge change in Kansas as our state statutes already requires the completion of an Energy Efficiency Disclosure Form on prior to the sale of all new construction homes.
